Removing the "-o" would indeed catch the case where the file was
missing or unreadable, at the cost of making the config file not
sharable across machines where some machines don't want to use that
file.  Each postmaster must decide whether the "-o" makes sense or not
in their environment.  But your comment is certainly relevant!

By the way, I just wrote up my other LOCAL_RULESETS addition, to
disallow bare usernames as envelope recipients:
