Wrong, please don't tell nonsense if you don't know! See the Changelog.
Sendmail 8.12.10 is not just a bugfix release for the last detected security
issue.

Yes, you can patch parseaddr.c to fix only the vulnerability. But this will
not affect any of the other failure fixes 8.12.10 comes with.
