Well, in theory yes, but there would be several obstacles: Weeding out 
closed relays is not that hard, but weeding out legitimately open relays 
can be mucky, if your ISP operates a relay farm. And working down the 
piles of fake Received headers that are usual with spam could be 
cumbersome. With all these issues, it would require quite a bit of 
attention from the administrator. As there are well-maintained open 
relay lists available for free, it is IMHO not worth the effort.
