$SALocalTestsOnly is in your mimedefang-filter, _NOT_ a SpamAssassin
configuration file.  MIMEDefang _overrides_ the SpamAssassin config and
disables network tests.  Please read the FAQ and documentation that comes
with MIMEDefang, it explains in more detail.
