[Mimedefang] Automatic tempfail recovery

I'm running RedHat 8.0.   I have looked at the permissions of the socket 
while the error is happening, and they were the same as before.  If it 
were actually a permissions issue, could a simple restart of MIMEDefang 
fix those issues?

How about the tempfail check?
