Yes, my filter_end() already has that call.  But thanks for mentioning it,
because it made me realize:  The messages I'm missing aren't generated by
action_notify_administrator() but by send_quarantine_notifications().  So 
I've kind of been on the wrong track; hopefully I'll be able to figure 
this out now.
