But RFC's are specific to the Internet while email and sendmail are
more general.  Thus it is common for the last-hop host on the
internet side to remove the domain and re-interpret the 'local'
part for routing directives for uucp or other local non-internet
systems.  Syntactically, the % and ! are permitted and should
not be special until delivered to the final internet hop which
can interpret them any way it wants.
