It's like with the insurance business.  You are a class of user who, 90% of the time, turns out to be a spammer.  Hence a useful rule of thumb (which is basically what SA is) says, if source IP address is dialup, then tick up the spam liklyhood counter...

Many ISP's have a "business" and a "home" product.  If you switch to the "business" product then likely you will find your IP is not on the DUL lists
