It could be that the IP range had been bit active for a while. So
unscurpulous site had "stolen" the IP block for a period of time, do
nasty stuff and then disappear. Some of all of the IP are blacklisted.
When the IP block is used again for real, they find some or all of the
IP blacklisted.
There have been a couple of threads on the NANOG list talking about it.
