Plug here:  CanIt-PRO divides the list of recipients into "classes",
where each class has the same set of SA (and other) preferences.  It then
only streams by class.  In other words, if the ten recipients fall into
three different classes, it re-mails out three copies, with each copy's
recipients all being in the same class.

This is quite easy to code; look at the source for stream_by_domain
to give you ideas.  I'll leave it as an exercise for the reader, though. :-)
