The Debian apt (advanced package tool) has been adapted for RPM based
systems.  See http://www.freshrpms.net.  Download apt from there and
install via RPM, then
apt-get update  (gets lists of available updates)
apt-get dist-upgrade  (installs them, keeping track of dependencies)
If you want a GUI tool:
apt-get install synaptic
