http://filext.com/ says zlb is "ZoneAlarm Mailsafe Renamed .HTA File
(Zone Labs)".  hta is on the recommended filter list.

(Ironically ZLB is also the name of a biotechnology company that makes
anti-virus products, for biological viruses!)
