If you look in 50_scores.cf (often in /usr/share/spamassassin) you'll
see the default scores assigned for the different DNSBL checks (look
for RCVD_IN_*). With the SA 2.5x series, they introduced the concept
of scoresets. The DNSBL tests are only enabled for scoresets 2 (SA +
network) and 4 (SA + network + bayes). Your "score RCVD_IN_SBL 10"
line tries to enable that particular network test for scoreset 1,
which is only used if both bayes and network tests are disabled, in
which case it won't be run anyway.
The line "score RCVD_IN_SBL 0.0 10 0.0 10" will probably do what you
want, but be careful--the default score for that rule is just over 1,
which means that it's not as accurate as some of the others.
Increasing the score to 10 will likely incur a *lot* of false
positives.
