To set the system wide LANG variable just edit /etc/sysconfig/i18n. As to be
seen in https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=82032 it is in
general a good idea to change the default LANG variable from UTF-8 to
something different like C or en_US ...
