Not as far as I know -- libmilter has no facility for doing this.

There is a "For Future Release" _FFR_QUARANTINE item in the Sendmail
source that looks like it might do what you want, but I haven't
investigated.

You might be able to fake it by moving the mail into clientmqueue, but
this is tricky.
