I don't want to pretend that I am sharing any new news here, but Outlook
doesn't forward all email headers, as many have observed.

You can view all email headers by opening the message in its own window
and choosing "View->Options" from the menu. You should get a dialog box
that shows all the email headers (That's for Outlook, don't know about
Outlook Express)

My ISP (Bellsouth) sends the following email on how to "forward" emails
to their Spam system:

-----------
Dear BellSouth Internet Service Customer,
Thank you for joining in the fight against spam. Your submission will
be researched to determine the source and added to our BellSouth
MailGuard filters. The e-mail source is determined by information found
in the e-mail header. To ensure that we have the appropriate
information, all submissions should be sent as an attachment and not
forwarded. Instructions to send e-mails as attachments can be found
below. If the e-mail has been identified as spam, it will be added to
our MailGuard filters. Thank you for choosing BellSouth Internet
Services. Please do not reply to this e-mail

Steps to Add E-mail Attachments
Outlook
1) Create a new e-mail message addressed to thisisspam at bellsouth.net
2) Leave the subject and body of the e-mail message blank.
3) From the INSERT menu, select ITEM. Outlook will display a list of
messages in your INBOX.
4) Double-click on the suspected spam message that you wish to submit.
Outlook will display a message icon (a sealed envelop) in the e-mail
message body. For optimal processing, do not INSERT more than one
suspected spam ITEM in the e-mail message body.
5) Click SEND to send the e-mail message.

Outlook Express
1) From your INBOX, highlight the suspected spam message you wish to
submit.
2) From the MESSAGE menu, select FORWARD AS ATTACHMENT. A new e-mail
message will be created with an Attach: field appearing under the
Subject: field.
3) Address the new e-mail message to thisisspam at bellsouth.net
4) Leave the subject and body of the e-mail message blank.
5) Click SEND to send the message. Dismiss the warning that the e-mail
message has no subject, if it appears.

Netscape
1) From your INBOX, Right-click on the suspected spam message you wish
to submit.
2) Select FORWARD AS ATTACHMENT. A new e-mail message will be created.
3) Address the new e-mail message to thisisspam at bellsouth.net
4) Leave the subject and body of the e-mail message blank.
5) Click SEND to send the message.
