[Mimedefang] MimeDefang header changes not working sometimes

Just as a FYI, I'm having my users do the same thing and their outlook
mua is stripping out the X-spam/scanned headers on a forward when I get
them, straight pop3 no exchange.  

I'd guess it's an outlook behavior, I dont know if it can be modified
or not.
