[Mimedefang] MimeDefang header changes not working sometimes

Well, When obvious spam did not get tagged, I would ask my users to
highlight them all and forward to me.  Outlook would then encapsulate them
in a single message.  When I got the message, I would click on it, then
click on an individual message, then click options and view the headers.
Some messages would have the X-Scanned-By headers and others would not.
Then I went back to the original message on the users machine,  and behold
it DID have the X-Scanned-By header in it.  All's I can say at this point is
somehow Exchange or Outlook is randomly stripping the X-Spam-Flag and
X-Scanned-By headers out of the encapsulated messages in some cases...???
