[Mimedefang] Some newbie help

I'll answer my own question. This error tells one that the package in
question is either not installed and the message indicates or that it
has been installed improperly or partially.

In my case the Resolver package had failed tests and I had to override
by going to the Build directory and running make install. All now works.
