You might try adjusting the RefuseLA figure in the sendmail.cf file.  The default is 12.  I would think that your server could handle higher parameters.  There's a note in the sendmail batbook that indicates today's hardware can handle higher loads.  However, coming up with the right figures for your system is a trial and error process.
