It's not MIMEDefang; it's Sendmail.  They changed to a dual-queue design
for 8.12 so that Sendmail wouldn't need to be installed set-uid root.
IMO, they screwed up, though; the "-q" option should by default spawn
an mqueue runner and a clientmqueue runner.  This design change has bitten
lots of people.
