Why not stop it in Sendmail?  Set up your access file or 
mailer/virtusertable to generate a "user unknown" error.  Or if you want to 
block it from any additional recipients, use MD and filter_recipient to 
identify the blacklisted user, then discard the message.

Either approach will be more efficient than letting SpamAssassin process 
the message first.  All blacklist_to does is add points to the message - 
and then only if the address appears in the To: or CC: lines.  If it's been 
sent via BCC, blacklist_to won't be able to see it.
