[Mimedefang] Using a provided-version of sendmail (not self-compiled)

Actually, if he is using RedHat Advanced Server 3, to the best of my
knowledge, there is *no* devel RPM.  You have to build a devel RPM yourself.
Here's how I did it:

Download sendmail-8.12.10-1.src.rpm
Run  rpmbuild --rebuild sendmail-8.12.10-1.src.rpm
Install sendmail-devel from /usr/src/redhat/RPMS/i386
