To clarify do you mean export lang=c in the mimedefang init script or
globally on the server from /etc/sysconfig......

I have gotten two similar reports here but without Spam Assassin. Can
you see what happens if you do a lang=C or a lang=UTF-8 although that
may only work on RHL9.
