We only filter spam if a user has requested the filtering service. If
a message exceeds the user's customized threshold, the message is
bounced. Users are told that this will happen when they activate spam
filtering. If a legitimate message is blocked, we tell them to add
the sender to their personal whitelist. We currently have almost 3000
users of our spam blocking service out of approximately 12000
mailboxes.

As a side note, we found that those 3000 users get (pre-filter)
approximately the same amount of spam total as the other 9000 boxes
total!
