[Mimedefang] MIMEdefang makes Sendmail bypass its anti-spam rules

That should not happen, because access_db is consulted before any milter,
and definitely consulted before the DATA phase of the message.

You must have a bug in your access DB.  Note that Sendmail 8.12 has
changed the format of access db entries; you may need to tag them
with To: or Connect:
