[Mimedefang] all_spam_to not working.

running sm 8.12.9 and md 2.34
excerpt from /etc/mail/spamassassin/sa-mimedefang.cf. Tried putting all 
addresses on same line as well as on separate lines.  Restarted sendmail 
and md after changes.
It's still scanning and quarantining mail to these users.  x'd out 
domain name to protect the innocent.
