Were they quarantined with action_quarantine_entire_message, or with 
quarantine_entity for susipcious attachments?

If the former, you can send the mail along with "sendmail -f`cat 
SENDER` `cat RECIPIENTS` < ENTIRE_MESSAGE".

If the former, have a look at fang.pl in the contrib/ directory 
included with the MIMEDefang source.
