[Mimedefang] Milter and aliases

I spent some time today troubleshooting why an email would show up as 
being rejected by -r filer_relay, and still get delivered.  It seems 
that the user was in the aliases file, so the email was being forwarded 
to the alias, AND it was also rejected (return(0,"no good")).

My question is: is that expected behavior, and can it be avoided?  It 
seems obvious that sendmail passes the email through the aliasing 
mechanism before it gets to milter, but I would have expected that the 
email would have disapated in this case before even reaching the milter 
interface.
