[Mimedefang] quarantine messages not being sent sfter upgrade

	I don't feel *quite* as foolish as I did a few hours ago.

	I'd like to make a suggestion, though -- link the various
changelogs someplace obvious on the MD webpage.

	I'll bet I'm not alone in reading the README's for the first
few iterations of a package, and then trusting the changelogs to warn
me of things I need to track down more closely.. which is a lot easier
to do if they're all in one place. I'll admit that I read the
changelog for 2.19, and then... did NOT go and download the 2.1{6,7,8}
packages just so's I could read their changelogs too.

	(And -- thinks I, defensively -- that particular change *was*
somewhat buried...)
