What is the output of:

	mailq -Ac

I bet a lot of output. :-)

As of 2.19, MIMEDefang delivers its messages in "deferred" mode.
That means you *must* have an instance of Sendmail running which
processes the clientmqueue.

"You *MUST* run a client-queue runner, because MIMEDefang now uses deferred
 mode to deliver internally-generate messages.  We recommend running this
 command as part of the Sendmail startup:

	sendmail -Ac -qp1m
