[Mimedefang] action_notify_administrator not working in 2.19?

Hi -
	Just upgraded from 2.15 to 2.19 yesterday, and I haven't seen
*any* mimedefang messages since then. This is interesting, since I'm
running with File::Scan and I was getting about one Klez notification
every 3 minutes before the upgrade.

	This is without changing mimedefang-filter.

	Did I miss something in the changelog?
