I just don't get this stuff or something.  I put it under a heading of
sub filter_charset, and it did not work either.  What do you mean by
filter subroutine?

Also, how can I find the charset's of China?  I tried looking in the
locales.pm file from SpamAssassin, but I just don't understand the file.
