That fragment is missing iso-2022-kr, though my spam archives (prior
to my MTA block) do not show any spam using that particular charset.

Near the beginning of filter_begin, if you intend to reject the
messages and do nothing else with them.

Poke around in SpamAssassin's SpamAssassin/Locales.pm file from a
recent version, and look at the "Content-Type" message header of
messages you want to block:

Content-Type: text/plain; charset="big5"

Yes, starting around Oct 12th I saw a large flood (and heard about it
from users on an unprotected mail system).

Think of spammers as the moles in "whack a mole."  In this version of
the game, the moles get to harass everyone with unsolicited offers
until blacklisted or shutdown.
