Sendmail 8.12.6, mimedefang 2.23, MIME-tools-5.411a-RP-Patched-02 . I
can get both forms through without problems. I wouldn't have thought
MIME-tools would particularly care what's in the To: header. I suggest
seeing if your sendmail logs give any clues.
