[Mimedefang] MIME-tools-5.411a vs MIME-tools-5.411a-RP-Patched-02

We recently upgraded MD to version mimedefang-2.23 and installed the new
MIME-tools-5.411a-RP-Patched-02.  Once this occurred  people that use the
contact list in Outlook to send us mail cannot do so successfully.

Email that look like this do not work:

To: Test Name <testname at thedomain.com>

Emails that look like this do work

To: "Test Name" <testname at thedomain.com>


Any ideas why this would be happening?  Was it the upgrade, could our filter
be dropping the email?
