[Mimedefang] <semi-OT>sendmail tweaking to 1 email per second

I recently saw someone say they configured sendmail to only deliver one email 
per second. they said this helped level the load. unfortunately, I forgot 
where I saw this. anyone here know the skinny on how to do this and what the 
caveats are?
