You need to re-generate a new sendmail.cf. For starters,
AutoRebuildAliases has been depricated and is no longer used due to
security problems with sendmail.

Mimedefang uses Milter, something that your old version 8.9.3 had
no idea about. Again, recreating a new sendmail.cf will fix this. Go
back into your 8.12.3 source, enter the cf folder and start hacking away.
You need a new .mc file to create a new .cf - and you'll find all that
stuff in there.
