[Mimedefang] Stumped on mimedefang-2.21 upgrade

I had mimedefang 2.19 working great with Sendmail 8.12.5 on a Redhat
Linux 7.2 test server... and then decided to upgrade to mimedefang 2.21.
I can start up mimedefang ok and see the slaves come up in my maillog
but when I send an email through it doesn't modify the header to say
X-Scanned-By: MIMEDefang 2.21. What should I do next?

I also downloaded and installed the following.

version!)
    * IO-stringy-1.212.tar.gz
    * MIME-Base64-2.11.tar.gz
    * MailTools-1.1401.tar.gz
* Digest-SHA1-2.00.tar.gz
