Sendmail 8.12 has a feature called "delay_checks" which lets you defer
relay checking until the check_rcpt ruleset.  See the "Delay all checks"
section in the Sendmail cf/README file.  Note that this will make your
access map incompatible with Sendmail 8.11.

If you're doing this kind of checking using MIMEDefang, just do all
your checks in filter_recipient, which has all the required info passed
to it.
