[Mimedefang] Quarantine without notifying administrator.

I add a global variable $Quiet in all the appropriate places mimedefang.pl
(initialize it to zero, etc.) and if in mimedefang-filter I set
$Quiet = 1;
then in mimedefang.pl:
unless ($Quiet) {
   sendmail stuff
}
