[Mimedefang] sysconfdir

Hello, David!

 Why didn't you use --sysconfdir configure option? I think it will be
 very useful, for example in FreeBSD, where additional applications
 should keep their config files under /usr/local/etc
 
 Adding support for this option is better than doing something like
 sed -e "s,\/etc\/mail,\@sysconfdir\@,g" < Makefile.in.orig > Makefile.in
 in port's Makefile.
 By default sysconfdir can be /etc/mail in order do not to break usual things.
