[Mimedefang] Bug in action_notify_sender?

This happens with Sendmail 8.11, but not (I believe) Sendmail 8.12, because
SM8.12 uses SMTP to deliver even local-looking messages.  (You'll get
a bounce, though.)

action_notify_sender is probably not a good idea.  I may deprecate it
in future.  Anyway, do check for "<>" for now.
