[Mimedefang] Error Message

I was reviewing the archives for this list and noticed another user had
a similar error message and Razor checks.  I commented out the
$SALocalTestsOnly directive in my mimedefang-filter file, and the error
messages have gone away.  What does that mean?  I do have Razor
installed.  Do I have something set wrong with the Razor install?  I
never got this error when running 2.25.  Only now that I am running
2.28.
