Yes.  But here's why notifications are bad:  Let's say Luser A has
a virus, and has 150 victims in his/her Outlook address book.

150 virus e-mails go out.  Let's pretend they fake the sender address.

If everyone sends notifications, 150 notifications get sent back to the
(fake) sender address.  Potentially, another 150 bounces could
get sent back as the notifications bounce.

So we've magnified the original traffic by 3.  This is a worst-case
scenario, but still...

I imagine that most people who are infected with a mass-mailing virus
realize it pretty quickly.  Bounces would be kinder on them and the
Internet than notification messages.
